FISA Bill Withdrawn?

MSNBC just interviewed Senator Dodd outside his bus on the "campaign trail" in Iowa about his promised filibuster of the new FISA warrantless-spying bill. I thought I heard that the FISA bill was withdrawn before the holiday break, but didn't find any links yet.
