Army manual upgrades nation-building

FORT LEAVENWORTH, Kan. (AP) - A revised U.S. Army operations manual isn't just about combat -- it's about nation-building, as well.
The Army has rolled out the first revision of its field manual since 9/11, putting stability operations, or nation-building, on a par with combat.
Army officials say the change reflects a focus on fighting terrorism.
The new manual reflects Army experiences over the past six years of fighting the Taliban and al-Qaida in Afghanistan and insurgents in Iraq, as well as with relief efforts after hurricanes Katrina and Rita.
