President May Veto Bill Alotting Unused 9/11 Funds To JFK Rail Link

The president may veto a bill passed by the senate that gives $2 billion to the JFK rail link project, because of a provision added by New York's senators.
Part of the $60 billion bill allows the city to swap unused September 11th tax credits for the JFK project. It has broad support in the Senate and the White House supports it.
But, Senator Charles Schumer added a provision to slap a hefty tax increase on oil companies. The White House suggested that it might veto the whole bill because of the $4.3 billion in oil taxes.
