WASHINGTON -- Members of what was the Sept. 11 Commission issued an ominous warning.

They said the U.S. is at great risk for more terror attacks because Congress and the White House haven't done enough to secure the nation.

"We believe that another attack will occur," said Lee Hamilton, the former vice chairman of the commission.

Thomas Kean, the former chairman, said improving security is "not a priority for the government right now."

Both Kean and Hamilton appeared on NBC's "Meet the Press."

The group is expected to release a report Monday addressing how well its recommendations have been followed.

The government has enacted the group's main proposal, which was to create a national intelligence director.

But the group said the government hasn't followed through on other suggestions, including improving communication among emergency responders.

After Scathing 9/11 Report, White House Points Fingers

WASHINGTON -- The Bush administration is defending its anti-terror efforts and blaming Congress for any deficiencies. White House counselor Dan Bartlett is responding to a report from former members of the 9/11 commission. The panel said the government deserves "more F's than A's" in adopting the commission's recommendations to better guard the country. Bartlett said that lawmakers on Capitol Hill spend homeland security money "based on old models, pre- 9/11 models." He said the administration has acted on about 70 of the panel's recommendations while others wait for congressional action. And he said, "We're not resting on our laurels." He said the administration will keep working to make the United States safe. Panel Vice Chairman Lee Hamilton said with the wars in Afghanistan, Iraq and against militants, it's "awfully hard to keep people focused." Ominous Warning
